Ottawa · September 2026

You start as a resident in Ottawa. The city does not pause for you.

A systems simulation — not a morality play. Weather, kits, 3-1-1, overflow mats, food banks, phones, tickets, OW, ODSP, and the shelter cheque you cannot get without a home. Three moves a day. Night is when unsheltered health is decided.

Choose who you are tonight

UnshelteredWinter

561 counted outside. 109 housed from encampments last year.

Unsheltered — ByWard

Tent on the George Street median, across from the Booth Centre. Wallet already gone. By-law posts a notice, then the dismantle. Extreme cold is a protocol, not a housing plan. 3-1-1 can try for a bunk. The bunk is eight to a room.

ShelteredCongregate

4,100 people a night. Designed as 30 days. People stay years.

Chronic shelter — King Edward

Shepherds of Good Hope, 256 King Edward. You have a mat and a locker if nobody cut it. The Trailer next door closed 12 June 2026. Lights, coughs, theft, a case worker with 70 files. Coordinated Access can see you. The Registry still wants an envelope at 240 Catherine.

DisabilityHidden

The rent went up $200. ODSP did not buy a bedroom.

Disabled adult — ODSP gap

Mobility. You lost a rooming-house bed after a quiet increase. Stairs at the men’s shelter are a wall. ODSP medical is doable if you can reach a doctor. Canada Disability Benefit is $204.20 and was never designed to keep you housed. AODA is a poster in a bunk room that cannot take a wheelchair.

Mental healthAddictionUnsheltered

Serious mental illness. Opioids. The Trailer is gone.

Concurrent — street & clinic

You use. You also live with a diagnosis that CMHA would take — if AccessMHA ever calls. Supervised consumption in Ottawa ended 12–13 June 2026. Oasis still has supplies and OAT. RAAM at The Royal is weekdays 8–4, another fare. Using in a laneway is now the indoor option that closed.

YouthSheltered

YSB can hold you. Landlords will not.

Aged out at 19

Children’s aid closed the file. Youth Services Bureau, 147 Besserer — drop-in, maybe a youth bunk. No co-signer, no credit. Ontario Works is frozen in 2018. A studio asks $1,575. Operation Come Home is a walk if you still have the fare.

HiddenIndigenous

Ottawa’s 2026 rule: this is not ‘homeless.’

Couch in Vanier

You are on a cousin’s floor off Montreal Road. Wabano is closer than 240 Catherine. City local rules say staying with friends or family does not qualify for homelessness priority. Hidden homelessness is still homelessness. The list disagrees. Indigenous Housing First housed 193 households in 2025 — if you can be found.

ShelteredFamily

664 families. Average stay: 11 months.

Parent in a motel

You and one child are in the Family Transitional Housing System — an east-end motel the city is paying like rent. Nearly $30 million on hotels in 2025. Homework on a bedspread. Outflow into real housing fell. Your wait is measured in school years, not nights.

ShelteredSPP

Special Priority is the law. Paper is the practice.

Leaving violence

You are in a VAW shelter. The Housing Services Act puts you first. Ottawa still mails the file to 240 Catherine and lets the envelope sit. You cannot email the Registry. Trauma-informed practice would not make you narrate this at every new counter.
