EmergencyHousing.CA endorses individuals who complete this program as IHBCMGR — Intensive Housing Based Case Manager. This is an organizational certificate and a public registry listing. It is not a licence from a statutory college, the Law Society of Ontario, or the Government of Ontario. It does not authorize the practice of social work, psychotherapy, law, or medicine. This resource replaces EmergencyHousing.CA's previous Training Certification Program.
An IHBCMGR practises intensive housing-based case management: housing search and retention, systems navigation, eviction prevention, accompaniment, safety planning, harm reduction, and coordinated-access participation. You will not hold out beyond that scope. You will not use the mark to solicit paid private work from people you serve on a public or agency caseload.
You put the person’s housing and safety above your convenience. You do not lie to clients, landlords, funders, or the registry. You keep Special Priority Policy, health, and violence information on a need-to-know basis. You meet the duty to report a child in need of protection. You name conflicts of interest. You do not sit on an allocation body and privately jump files for friends.
You will apply — not merely recite — the Housing Services Act, 2011; the Residential Tenancies Act, 2006; the AODA and IASR; the Ontario Human Rights Code; Housing First; and VAW and harm-reduction standards taught in this curriculum. You will not treat a notice to terminate as an eviction, and you will not run a treatment staircase in Housing First clothing.
You will complete the modules, practicum files, naloxone drill, and examination yourself. You will not copy, share, photograph, or reconstruct examination items. You will not use another person, a second device, or an automated system to sit the exam. Focus-loss, copying, printing, developer tools, and impossibly fast answering can void an attempt. Voided attempts count toward the attempt limit. Fraud can end a registry listing.
Before the examination you will submit proof of 10 hours of community service in housing, homelessness, VAW, harm reduction, or a related civic setting. False attestations are an ethical breach. Supervisors may be contacted. The hours are part of the intensive designation, not an optional extra.
On passing, only your legal name, designation, issue date, and certificate code appear on the public IHBCMGR registry. Organization, email, region, and preferred name are not published. To change or remove a listing, write [email protected]. You confirm the legal name you enter is yours. You consent to verification of the certificate by third parties using the code.
The program is free because EmergencyHousing.CA understands we are in a housing crisis across Ontario and across Canada. Completion does not create employment, volunteer status, insurance coverage, or an agency relationship with EmergencyHousing.CA.
Enrolment is a student membership in the IHBCMGR program. EmergencyHousing.CA may refuse, suspend, revoke, or permanently delete a membership and public listing at any time, with or without prior notice, including for fictitious identity, exam fraud, ethical breach, holding out beyond the designation, or any other reason in its sole discretion. Revocation ends academy access and withdraws the listing. These rights are also set out in the Terms of Service. To contest a decision, write [email protected].
You are accepting covenant 2026.3 and the current Terms of Service. Later versions may be required before a listing is renewed. This certificate is educational. It is not legal advice. When a file requires a licensee, you will refer.
