Unsheltered, encampment, and the right to remain

When indoor options are full or unsafe, people still have Charter and Code rights. Enforcement without adequate housing is not a housing plan. Housing First means a home, not a ticket. This pathway prints a rights card and a plan you can hand to outreach, by-law, or a clinic. It is not a substitute for counsel in an injunction.
