Stabilize safety
If there is immediate danger: 911. VAW/IPV: Assaulted Women’s Helpline 1-866-863-0511. Suicide crisis: 988. Do not put names, addresses, or health details into this site.
Map the housing problem
Is this prevention (eviction, arrears), shelter overflow, encampment, or a person ready for Housing First placement? That choice changes the official you write and the program you name (HPP, ISHP, Reaching Home, municipal coordinated access).
Rights check
Human Rights Code accommodations, RTA process, Special Priority Policy for VAW, duty to accommodate disability. Open the rights brief before you draft.
Local numbers
Use the FAO city table. A Windsor or Durham letter should not sound like a Toronto letter. Cite the local % change and the provincial projection to 88,859.
Ask at system scale
Do not ask for awareness. Ask for $1.2B base programs, fully subsidized RGI as the default, optional (not forced) supports, CDB that actually pays, and an independent income path off an abusive partner’s file.
Name the coercion risk
If the file involves mental health or substance use, put in writing that Housing First is consent-based. Involuntary treatment is not a placement plan.
