Social assistance that traps people is not a safety net.

The Canada Disability Benefit was framed as closing the disability poverty gap. At current scale it does not pay a unit and it does not replace the provincial shelter hole.
How the rules keep people in harm
When two people are treated as a benefit unit, leaving a violent partner can mean starting over at the single rate — a rate that cannot lease a door that locks. Special Priority Policy can move a name up a community-housing list. It does not create a vacant unit this month. The practical “choice” becomes: stay, or enter an overcrowded shelter system that is itself unsafe for many women, gender-diverse people, and people with disabilities.
Asset rules, rental deductions, and the gap between shelter maximums and actual rent also punish anyone who tries to hold a private lease. People cycle through motels, rooms, and partners’ couches because the income system was built as residual charity, not as a housing benefit.
What would actually work
- A fully subsidized, rent-geared-to-income unit as the default offer — not a prize after treatment.
- Wraparound supports that are optional. Refusing counselling, abstinence, or a particular worker must not end the tenancy.
- Shelter portions (or a portable housing benefit) set to local average rent, not to a 1990s number with occasional bumps.
- A Canada Disability Benefit large enough to close the gap after ODSP, portable across provinces, and not clawed back dollar-for-dollar.
- An independent income path for people fleeing abuse so leaving does not mean destitution.
Anything less, while governments keep signing housing-as-a-right documents, is an egregious human-rights failure — federal and provincial.
