Each case uses the July 2026 OW or ODSP maximum, the published shelter rule, CMHC-style rent, the Ottawa food basket, and — where a child is present — CCB and OCB at the low-income maximum. Names are labels. The arithmetic is the regulation. If the month cannot close, the system is working as written.

What every case is trying to prove

Entry is a cash wall

A Toronto 1-bed at $1,985 needs about $3,970 for first and last month. OW max is $733. ODSP in a shelter is $825 because the shelter line is withheld. Nobody “fails to budget” first-and-last. The statute does not pay it.

The child’s cheque is rent

CCB is sold as an investment in children. On an OW or ODSP parent file against a 2-bed, that cheque is what stands between the household and an N4. That is not a childhood. It is a hidden housing program.

Deep poverty is the design

Maytree 2025: OW single total welfare income is 33% of the official poverty line. Stacking CDB and credits does not clear Daily Bread’s $2,444 line. Destitution is not a side effect. It is the published amount.
