The shortfall is written into the rate.
This is not a budgeting tip. It is a charge sheet. Ontario Regulation 134/98 (OW) and 222/98 (ODSP) set the cheque and withhold the shelter line when there is no lease. CESCR General Comment No. 4 says housing costs must not threaten other basic needs. Toggle every federal top-up. The finding still reads: legislated destitution.

CDB needs a Disability Tax Credit. CCB and OCB belong to the child. Tick them on a parent file and watch them disappear into rent. That is not an education benefit. That is a hidden housing subsidy extracted from a child.

What the rules do before you touch a slider
No address / shelter
The shelter line is withheld
ISAC, July 2026 rate sheet: people on OW or ODSP who do not pay shelter costs — including people who are houseless — do not receive a shelter allowance. OW falls to $343. ODSP falls to $825. That is the cheque for someone on a mat or a sidewalk.
Canada Disability Benefit
$204.20, and a gate
Maximum for July 2026–June 2027 — the amount that followed years of “lift persons with disabilities out of poverty.” Ontario treats it as exempt income. It still requires a Disability Tax Credit. It is $6.70 a day. Added to a full ODSP cheque it leaves the household under Toronto’s deep-poverty line. That is not a lift. It is an arithmetic humiliation.

ODSP $1,436 + CDB $204 + CGEB $57 + Trillium $70 = $1,767. Daily Bread’s 2025 Toronto poverty line for a single adult is $2,444. Deep poverty is $1,833. The stacked maximum does not clear deep poverty.

CCB is not an education fund on this income
The Canada Child Benefit and Ontario Child Benefit are described as investments in children. On OW or ODSP in Ontario they are absorbed by the rent the shelter cap does not cover. A parent does not get the luxury of tutoring, RESPs, or even a stable childhood budget. Ottawa writes the child cheque. Queen’s Park writes the shelter cap. The landlord cashes both. That is unacceptable. Both governments have to do more — raise the cap, pay the gap, stop hiding housing policy inside a child’s benefit.
