Subsidized housing is a public duty, not a lottery ticket you should feel lucky to hold.
Ontario’s 47 service managers administer community housing, homelessness prevention, and rent-geared-to-income. Waitlists are long. The duty to receive an application, apply Special Priority where it fits, and avoid Code discrimination is immediate.
What to ask for by name
- RGI — rent-geared-to-income in community housing
- Canada-Ontario Housing Benefit / portable benefits where your service manager still issues them
- Special Priority Policy (SPP) — for people fleeing abuse; supporting documents can often follow the application
- Homelessness prevention / CHPI / rent banks — arrears, last month’s rent, deposits the private market should not have charged
- Accessible and modified units — disability accommodation inside the waitlist itself
Find your service manager through 211 or the municipal housing page. Keep a copy of every application. If a worker says a family, a person on ODSP, or a newcomer “won’t qualify,” ask which written rule they are using.
