Rent-geared-to-income eligibility pre-screen

Provincial baseline under the Housing Services Act, 2011 and O. Reg. 367/11. Service Managers add local rules. This form never leaves the browser.

Basic provincial rules

At least one member is 16 or older?

That person can live independently (with or without disability-related supports)?

Status in Canada: citizen, permanent resident, or specified in-process PR / refugee claim with no enforceable removal order?

Does any member owe money to a social housing provider?

Recent conviction tied to improper receipt of RGI / housing assistance?

Does the household meet any local residency rule you know of?

Occupancy standards. Bedroom allocation is set by provincial and local occupancy standards (typically one bedroom for spouses/partners; children may share depending on age/sex rules). Overcrowding and under-housing both matter for unit offers.
Priority ranking. Provincial rule: special priority households rank above all other RGI applicants, then usually by SPP request date among themselves. Service Managers may add local priorities (homeless, terminal illness, urgent safety outside SPP, Indigenous, accessibility). York Region, for example, has published that it uses no extra local priorities — always check the current local access system.

Application pathway (typical)

  1. Identify the Service Manager for the area where the household wants to live (DSSAB, CMSM, or municipal housing access centre).
  2. Complete the centralized wait-list / RGI application. There is generally no fee.
  3. If abuse or trafficking is present, file the SPP request at the same time or immediately after. Record the RGI application number on the SPP form.
  4. Keep contact information current. Offers lapse when letters bounce.
  5. Annual information updates and income reviews apply after housing.

High-need and household income limits

O. Reg. 370/11 sets area-by-area household income limits and high-need thresholds by unit size. Households above the income limit are not eligible for RGI. Use the Service Manager’s current schedule rather than a stale table.
