Special Priority Policy consideration
SPP places eligible survivors of abuse and trafficking ahead of all other households on the RGI waiting list. It exists so that housing is not the reason someone stays with an abuser or trafficker. The Service Manager decides. This page only organizes the statutory elements.
Practice rules. A professional may support an application but cannot apply in the survivor’s place. Do not require the person to notify the alleged abuser. Store verifier letters in the agency file, not in this browser tool.

What “abuse” means in the regulation
Under O. Reg. 367/11, abuse includes one or more incidents, done by a defined abuser, of:
- physical or sexual violence;
- controlling behaviour;
- intentional destruction of or injury to property;
- words, actions, or gestures that threaten a person or lead them to fear for their safety; and
- trafficking of a household member (also defined separately).
Trafficking means recruitment, transportation, transfer, harbouring, or receipt by improper means (force, abduction, fraud, coercion, deception, repeated provision of a controlled substance) for an illegal purpose including sexual exploitation or forced labour.

SPP is not for relationship breakdown without abuse, and it is not a general “housing crisis” priority. Households outside SPP may still qualify for a local urgent, homeless, or accessibility category.
