Forty-seven Ontario service managers run social housing, RGI, and much of the homelessness system.
The Housing Services Act, 2011 is the statute behind rent-geared-to-income, the centralized wait list, Special Priority Policy, and the municipal role in homelessness. Housing access is a public duty, not a charity.

- SPP (abuse and trafficking) is a statutory priority — SPP pathway.
- The Code still applies to wait lists, occupancy standards, and “one offer” policies that discriminate.
